Wolff's 'defense' is less a defense of anarchism as a positive ideology and more a criticism of existing government as illegitimate. He argues that one, we should treat other people as means, and two, governments are in the business of manipulating people, so three, government control conflicts with ethics. Again, he's not defending anarchism per se, but advocating a "philosophical anarchism" which views government legitimacy as nonsensical.
